State Policies and Procedures on Use of the Highway Safety Manual (FHWA)
The State Policies and Procedures on Use of the Highway Safety Manual Informational Report was created to present sample language as generalized statements adapted from noteworthy examples of existing language in State DOT manuals and policies. For States in which integrating the HSM into typical agency practices has been slower than desired, the informational report provides a starting point that can accelerate efforts to develop and adopt policies and procedures to support implementation of the HSM.
The purpose of this Resource Guide is to provide State Departments of Transportation (DOT), Federal Highway Administration (FHWA) Division offices, Metropolitan Planning Organizations (MPO), and local and Tribal agencies a toolkit of strategies to integrate the safety and transportation planning processes. Also, State Highway Safety Offices (SHSO) may benefit from the information presented on the planning processes. The Guide is presented as three modules: information on safety and the safety planning process for transportation planners, the second with information on the transportation planning process for safety specialists, and the third presenting strategies and practices to integrate the safety and transportation planning processes.
NCHRP 20-24(110) - Development of Technical Resources to Support State DOT Communications on Safety
This guidebook is a culmination of research conducted to identify ways state Departments of Transportation (DOT) could improve internal and external communications on road safety and safety culture. The research team examined what is working, what is not, how to improve roles and relationships between DOT staff and outside partners including the Highway Safety Office (HSO), the role of the state safety engineer in communications efforts and best practices. The research resulted in the identification of nine key strategies that states can undertake to improve communications efforts through greater collaboration internally and externally with the myriad of public and private safety stakeholders.
The Alabama Transportation Planner's Guide to Safety Data Access and Documentation
This guidebook is designed to provide guidance for Metropolitan Planning Organizations (MPO), Rural Planning Organizations (RPO), cities, and counties on methods for displaying and sharing safety data pursuant to Title 23 of the United States Code and explain procedures for ensuring public agencies are protected from the risk of liability. These data are not to be shared with the public pursuant to Alabama Law and 23 U.S.C. §§148(h)(4) and 409.
